Meeting of the Government of Tajikistan

The Founder of Peace and National Unity, Leader of the Nation, President of Tajikistan Emomali Rahmon presided over a session of the Government.

The main subject on the meeting’s agenda was the implementation program of the state support of entrepreneurship in Tajikistan for 2012-2020, which was approved by a governmental decree dated April 30, 2012, No. 201. The First Deputy Chairman of the State Committee on Investments and State Property Management Sharaf Sheralizoda delivered a corresponding report.

The mentioned program has been implemented in three phases (the first phase - 2012-2014, the second phase - 2015-2017 and the third phase - 2018-2020).

He noted that over the years, the program contributed to the gradual and comprehensive implementation of the reform of the legislation of the republic, modernization of production and technological processes, attraction of domestic and foreign investments,  improvement of the lending system and financial support for small and medium-sized businesses.

As a result of the implementation of the program the number of operating business entities has increased from 187,000 in 2012 to 328,000 in 2020. In this process, the share of the private sector in GDP was 70%, in employment 68%, and in the payment of taxes 80%.

The formation of the economic and legal aspects of the public-private partnership (PPP), public–private dialogue (PPD) , simplification of business regulations, regulatory enforcement and inspections of business entities, licensing system, and formation of taxation system and simplifying international trade are beneficial reforms that gave a serious push to the development of the private sector.

Over the past eight years, Tajikistan has significantly improved its position in the Doing Business Report, and as a result of the government's reforms in 2015 and 2020, it has twice been included as the top ten reformers.

The meeting participants also discussed a number of Tajikistan’s bills. In part, the Minister of Labor, Migration and Employment of Population Gulru Jabborzoda commented on the draft Law of the Republic of Tajikistan “About training of specialists taking into account requirements of the labor market."

The Minister of Education and Science Muhammadyusuf Imomzoda informed the meeting participants about the National Education Development Strategy of the Republic of Tajikistan until 2030.

The Minister of Industry and Modern Technologies Zarobiddin Faizullozoda reported on the Development of the Machine-Building Industry of the Republic of Tajikistan for 2020-2025.

Other issues discussed included a number of bills, such as the draft laws “On prosecutor's office of the Republic of Tajikistan," "On bodies of homeland security of the Republic of Tajikistan,"  “On the  Agency on the State Financial Control and Fight Against Corruption of the Republic of Tajikistan," and “On the police."

Government members also discussed the bills which have been submitted to the Assembly of Representatives for consideration, including the draft laws "On Protection of the Rights of the Child," and “On Social Protection of the Disabled.”

At the end of the meeting, President Rahmon called for the timely fulfillment of the set tasks and instructed the government members regarding the preliminary results of the fall and winter heating season, efficient use of energy, and effectively use of household lands.
